Monitoring Centers, also known as Control Rooms , are spaces where a series of operators monitor data or video to react immediately to any alarm, emergency or event such as earthquakes, hurricanes or civil situations, using information systems to speed up their interpretation.
What types of Monitoring Centers exist?
There are different types of Monitoring Centers, here we share the most notable ones:
C5s, C4s and C2s - An example of a Monitoring and Control Center is the Command , Control , Communications and Computing Centers, also called C4, and the Command, Control, Communications, Computing and Citizen Contact Centers, better known as C5s. These Centers can operate at 3 levels: municipal, state and federal, and are kept in operation 24/7 under strict rules and procedures that lead them to minimize their emergency response times. To achieve this, high-specification equipment is supplied, both audiovisual and Physical Security , supported by a specialized technical team always ready to provide the required maintenance.
NOCs - Named after their acronym in English NOC (Network Operation Center), these Centers are created and designed to address problems in network systems, telecommunications and satellite infrastructure.
SOCs - Named after their acronym in English SOC (Security Operation Center), these Centers are used for Physical Security Monitoring. Created to protect the most important elements of a public or private Institution, the information and its people, having as main objective, to Centralize, Monitor and Prioritize the Security Systems in order to keep them away from unnecessary threats or risks.
SCADA - Named after its acronym in English SCADA (Supervisory Control And Data Acquisition) is a concept used in computer software that allows industrial processes to be controlled and monitored remotely. Visually, SCADA shows images with hundreds of colored lines that connect different modules or components, generally on a black background. The Energy Sector, specifically CFE and PEMEX in Mexico, use SCADA software to supervise and monitor their facilities.
What is the difference between a C4 and a C5 and what are their functions?
The Command, Control, Communication and Computing Centers, better known as C4s, are designed to handle security actions and follow up in case of an incident through the National Emergency Telephone 911. These Centers can operate at 3 levels: municipal, state and federal and remain in operation 24 hours a day, 365 days a year.
Command, Control, Communication, Computing and Coordination Centers, better known as C5s , are centers equipped with high-tech equipment and tools; their main role is to coordinate the activities of the different government agencies in charge of responding to any emergency locally and in conjunction with different institutions in matters of public safety, medical emergencies, meteorological emergencies, civil protection, citizen services, receiving phone calls to the National Emergency Telephone 911, as well as digital applications focused on improving the quality of life of citizens.
What are the main components of a Monitoring Center?
Each Monitoring Center must have:
- Videowall or Videowalls on which high definition signals can be displayed and visualized. This videowall can be composed of LED screens or screens with LED LCD technology.
- Video Processing System - has the ability to send information from one or more sources for display on the video wall.
- Consoles for monitoring centers – furniture designed for continuous 24/7 use.
- Collaboration System – software/hardware that allows information to be sent and received between different sites in order to work remotely on a common topic.
- Information Analysis Systems - software to manage images and data (IVS) from security cameras in order to provide a timely response to a particular event.
- Computer Systems – equipment connected to the video processing system used by operators.
